Based on my 'mastery' of Spanglish, :D I believe this is just a property announcement sign. In this case, it is letting folks know that the property is owned by Suenos.

If that is the case, then this guy owns alot of land down in Tulum!! There are signs all over, both sides of the road -

Ejido land is basically government owned land that has been distributed to the people to use. Sort of like a communal. You can't buy Ejido land unless it has been converted to private property.

And I think that is where the problems Suenos and others are having at present lie..the govt. owners of the land vs those who have built upon them and have possession. Xpuha Beach Resort had the same type of legal problem after Wilma, and ended up loosing part of the land they occupied pre Wilma, due to protection of the mangroves that are found in that area of the property. I believe it is all connected to enviornmental protection issues, but I don't fully understand it. A few months before Suenos closed, Coqui Coqui was also closed until the dispute over the land was settled. Hopefully Suenos will get their occupancy rights restored soon and will reopen.
